public hardship (ʿUmūm al-Balwa) 

The principle of public hardship (ʿUmūm al-Balwa) refers to lifting hardship due to widespread necessity (ḍarūrah). This principle allows flexibility in cases where ethanol-based substances are common, unavoidable, or necessary for health, hygiene, or preservation. 1
